The officer claims that the vehicle was moving at a low rate of speed and had a flat tire.
However, the driver, a 26-year-old woman, allegedly failed to stop. The officer claims that he observed the vehicle crossing the double line several times into oncoming traffic. When the driver is said to have eventually stopped in a driveway, the officer clams that the woman would not open her window or door. When he opened it, he claims that she became “belligerent.”
